A cybernetic organism, more commonly known as a cyborg, is any biological organism (human, ghoul, super mutant, dog, etc.) whose physical or mental abilities are extended beyond normal limitations by either electronic, mechanical or robotic elements built into the body (i.e. implants). In the Fallout series, humans, ghouls, super mutants, and dogs have all been seen with cybernetic modifications.
In Fallout, Fallout 2 and Fallout: New Vegas, the player character can make themselves a cyborg by buying implants from Dr. Lorri in Fallout, from various doctors in Fallout 2, or Dr. Usanagi in Fallout: New Vegas. Also, in Fallout 3, the Lone Wanderer can become one with a unique perk. In Van Buren, the player character would have been able to obtain the NEMEAN and PHOENIX implants.
The way that companions are handled differs slightly. In Fallout: New Vegas, the player can have one human companion and one pet (either a cyborg dog or a pet robot), but The Outer Worlds lets the player have two companions in their party at a time. That means that the companions get a chance to interact with one another, and creates a feeling that you have a team rather than just a person who follows you around and carries your stuff. As you level up, you can level up your companions as well, choosing perks for them. Plus, the fact that your crew travels with you on your ship reinforces the idea that all your companions are a close-knit group. 2b1af7f3a8
